For Moldova, the signing of the Association Agreement and the DCFTA with the European Union in 2014 was an act of strategic geopolitical significance. Of all the EU’s eastern neighbours, Moldova is objectively the most European on several counts, including sharing a common history, language, culture and border with EU member state Romania. These provide a positive foundation for a successful Agreement, notwithstanding the major political challenges that confront contemporary Moldova.

The purpose of this Handbook is to make the complex political, economic and legal content of the Association Agreement readily understandable. This second edition, published two years into the Agreement’s implementation, adds new value, charting Moldova’s progress in putting the Agreement into effect.

Two teams of researchers from leading independent think tanks, CEPS in Brussels and the Expert-Grup in Chi?in?u, collaborated on this project, with the support of the Swedish International Development Agency (Sida). This Handbook is one of a trilogy examining similar Association Agreements made by the EU with Ukraine and Georgia.

Since its founding in 1943, Medievalia et Humanistica has won worldwide recognition as the first scholarly publication in America to devote itself entirely to medieval and Renaissance studies. Since 1970, a new series, sponsored by the Modern Language Association of America and edited by an international board of distinguished scholars and critics, has published interdisciplinary articles. In yearly hardcover volumes, the new series publishes significant scholarship, criticism, and reviews treating all facets of medieval and Renaissance culture: history, art, literature, music, science, law, economics, and philosophy.

Volume 43 showcases the interdisciplinary nature of the series with articles on death in Middle High German maeren (verse narratives), narrative technique (‘involved narrating’) in a fifth-century cento on a biblical theme (Eudocia’s Homeric centos), philological methods and argumentative strategies in Poliziano’s Miscellanea (a case study of the chapter ‘Elephanti’), and the treatment of time (based on Paul Ricoeur’s techniques) in Jan D?ugosz’s fifteenth-century historical and hagiographical works. Volume 43 also includes seven review notices that illustrate the journal’s interdisciplinary scope.

This book details a history of the methodology of textual interpretation from Ancient Greece to the 20th century. It presents a complete English translation of Hermeneutics and Its Problems, written by Russian philosopher Gustav Gustavovich Shpet, along with insightful commentary. Written in 1918, Shpet's text remained unpublished in its original Russian until the collapse of the Soviet Union. This engaging translation will be of value to anyone interested in early phenomenology, Russian intellectual history, as well as the divergence of phenomenology and the analytic philosophy of language.

The volume also features translations of five key essays written by Shpet. The first presents an extended elaboration of a non-egological conception of consciousness on Husserlian grounds that considerably predates the well-known arguments of early Sartre and Gurwitsch. The second details the rudiments of a phenomenological philosophy of history that traces a central theme back to Parmenides. The next two reveal Shpet’s abiding philosophical interest in combating skepticism and what he took to be the reigning neo-Kantian model by which philosophy is a handmaiden to mathematical physics. The final one features a terse statement of Shpet’s overall philosophical viewpoint, written during the early years of the Stalinist period.

Shpet offers an example of one facet of philosophy from a phenomenological viewpoint, demonstrating the progress as well as the deficiencies of successive eras along the historical journey. In doing so, he also gradually reveals the need for a theory of signs, interpretation, and understanding. This collection brings together key documents for assessing Shpet’s hermeneutic phenomenology and his perceived need to develop a phenomenological philosophy of language.

Representative democracy remains the best available form of government ? and the one preferred by most EU citizens, but satisfaction with how it plays out varies greatly across the continent. Among the perceived weaknesses are high levels of political corruption, low resilience to disinformation, and out-of-touch governing elites.

Yet there is some hope that direct channels for citizens to express their concerns and preferences, fact-based deliberation in representative bodies and robust mechanisms to hold governments to account can help save European democracy from the onslaught of populism.

This volume draws together proposals into a framework reflecting the four cumulative criteria used by modern political theorists to assess the health of a democracy: inclusion, choice, deliberation and impact. Its expert contributors offer pragmatic ideas to strengthen representative democracy at both the national and EU level.

Diversity in the Power Elite is a provocative analysis of the diversity that existsーand doesn’t existーamong America’s powerful people. Richard L. Zweigenhaft and G. William Domhoff examine the progress that has been made, and where progress has stalled, for women, African Americans, Latino/as, Asian Americans, LGBTQ people, and Jewish people among what C. Wright Mills called the “power elite,” or those with significant financial or political influence in the U.S.

The third edition of this classic text has been fully revised and updated throughout. It highlights examples of profound change, including the presidential election of Barack Obama, the nation’s first black president, as well as the growing acceptance of LGBTQ people. And it also highlights the many ways that the promise of diversity has stalled or fallen shortーthat the playing field for non-white males and women is far from level. Filled with case studies that illuminate deep research, the book reveals a critical examination of the circles of power and discusses the impact of diversity on the way power works in the U.S.

Thinking has, for many of us, become as passive as breathing. While it’s essential to our very existence, we devote little energy or time to cultivating it. Thought Work:Thinking, Action, and the Fate of the World challenges us to reinstate the restless, complicated activity of thinking as the heart of all education, life, and work.

Our underappreciation of careful thought has crippled our ability to sustain a moral, conscience-driven society, and it now falls to each of us to examine the underlying thought processes that guide our every action. Distinguished philosopher Elizabeth K. Minnich and evaluation studies pioneer Michael Quinn Patton gather a diverse cast of thought leaders to respond to this dilemma. From systems and strategic thinking, entrepreneurial thinking, and critical and evaluative thinking, to ethical and philosophical thinking and thinking grounded in and informed by the humanities and community organizing, this volume unpacks vital creative processes and develops schema to support increased thought training in and across individual professions.

Together, the contributed thought works of this volume will empower students, scholars, and professionals in any field to reignite their dedicated, thoughtful progress towards long term conscience-driven goals.

We live in a time when empathy is not only lacking but on the decline. Kids are bullied because of the color of their skin, religion, culture, a disability and more. Bullying and cyberbullying are increasing, especially for black and brown kids, LGBT youth, and Jewish and Muslim youth. Fueled by decreases in respect, kindness, and compassion, the house is on fire!

Empathy may be not be a cure-all, but just a little effort can transform a child into a more sensitive, caring human being. The good news is that empathy ? the ability to “walk in someone else’s shoes” ? can be taught. This book is all about teaching adults to teach empathy to kids. The payoff will last a lifetime.

In this helpful guide, parents, caregivers and teachers are coached to help their children and students to develop social-emotional skills that will equip them to better navigate the world with self-compassion and empathetic concern.

The Empathy Advantage is for the busiest parents and educators. It provides tips, strategies, online resources, and activities that are fun and engaging and take just 10 to 20 minutes. It emphasizes the importance of starting early, being good role models, spending quality face-to-face time together, and more. It will help readers understand the dynamics of bullying and teach children to stand up not only for themselves but others. And it explores other topics including managing media in the home, the value of pets in inculcating empathy, active listening, and self-compassion ? i.e. being as forgiving and kind to yourself as you would to a friend.

This volume brings together a number of original articles by leading Leibniz scholars to address the meaning and significance of Leibniz’s notions of compossibility and possible worlds. In order to avoid the conclusion that everything that exists is necessary, or that all possibles are actual, as Spinoza held, Leibniz argued that not all possible substances are compossible, that is, capable of coexisting. In Leibniz’s view, the compossibility relation divides all possible substances into disjoint sets, each of which constitutes a possible world, or a way that God might have created things. For Leibniz, then, it is the compossibility relation that individuates possible worlds; and possible worlds form the objects of God’s choice, from among which he chooses the best for creation. Thus the notions of compossibility and possible worlds are of major significance for Leibniz’s metaphysics, his theodicy, and, ultimately, for his ethics.

Given the fact, however, that none ofthe approaches to understanding Leibniz’s notions of compossibility and possible words suggested to date have gained universal acceptance, the goal of this book is to gather a body of new papers that explore ways of either refining previous interpretations in light of the objections that have been raised against them, or ways of framing new interpretations that will contribute to a fresh understanding of these key notions in Leibniz’s thought.

Menasseh ben Israel (1604?1657) was one of the best-known rabbis in early modern Europe. In the course of his life he became an important Jewish interlocutor for Christian scholars interested in Hebrew studies and negotiated with Oliver Cromwell and Parliament the return of the Jews to England. Born to a family of former conversos, Menasseh was versed in Christian theology and astutely used this knowledge to adapt the content and tone of his publications to the interests and needs of his Christian readers. Judaism for Christians: Menasseh ben Israel (1604?1657) is the first extensive study to systematically focus on key titles in Menasseh’s Latin works and discuss the success and failure of his strategies of translation in the larger context of early modern Christian Hebraism. Rauschenbach also examines the mistranslation of his books by Christian scholars, who were not yet ready to share Menasseh’s vision of an Abrahamic theology and of a republic of letters whose members were not divided by denomination. Ultimately, Menasseh’s plans to use Jewish knowledge as an entr?e billet for Jews into Christian societies proved to be illusory, as Christian readers understood him instead as a Jewish witness for “Christian truths.” Menasseh’s Jewish coreligionists disapproved of what they perceived to be his dangerous involvement in Christian debates, providing non-Jews with delicate information. It was only a century after his death that Menasseh became a model for new generations of Jewish scholars.

Winner, 2021 Colorado Book Awards, History

Winner, 2021 American Fest’s Best Book Awards, History: Military

“This is a powerful work of history, as informative as it is dramatically gripping. An impressive blend of painstaking historical scholarship and riveting storytelling.”ーKirkus Reviews

More than nine million soldiers died in World War I. At the same time, a US-led effort saved nearly ten million civilians from starvation behind the lines during the German occupation, yet one of America’s greatest humanitarian efforts is virtually unknown today. In this gripping book, Jeffrey B. Miller tells the remarkable history of two American and Belgian citizen-created organizations that led a massive food relief program for civilians trapped in German-occupied Belgium and northern France.

Herbert Hoover, then a successful international businessman, was the driving force behind the effort, coercing and bullying the governments of Germany, Great Britain, France, and the United States to allow a group of idealistic young volunteers to organize in occupied Belgium and coordinate the distribution of tons of food and clothing to desperate Belgians. These crusaders, known as CRB delegates, had to maintain strict neutrality as they watched the Belgians suffer under the harsh German regime. Miller tells compelling stories of German brutality, Belgian relief efforts, and the idealistic Americans who went into German-occupied Belgium from October 1914 up to May 1917, when they were forced to leave after the April entry into the war of the United States.

Yanks interweaves the history of the time with fascinating personal stories of volunteers, diplomats, a young Belgian woman who started a dairy farm to feed Antwerp’s children, the autocratic head of the Belgian relief organization, and the founder of the American organization, who would become known to the world as the Great Humanitarian and later, largely because of his work in Belgium and post-war Europe, would become the thirty-first president of the United States.

Visit the book’s website here: www.YanksBehindTheLines.com

Watch the book trailer here: www.youtube.com/watch?v=H0YKJRrSe4o

Beer culture has grown exponentially in the United States, from the days of Prohibition to the signing of HR 1337 by then-President Jimmy Carter, which legalized homebrewing for personal and household use, to the potential hop shortage that all brewers are facing today. This expansion of the culture, both socially and commercially, has created a linguistic and cultural turn that is just now starting to be fully recognized. The contributors of Beer Culture in Theory and Practice: Understanding Craft Beer Culture in the United States examine varying facets of beer culture in the United States, from becoming a home brewer, to connecting it to the community, to what a beer brand means, to the social realities and shortcomings that exist within the beer and brewing communities. The book aims to move beer away from the cooler and taproom, and into the dynamic conversation of Popular and American cultural studies that is happening right now, both within and outside of the classroom.

This book explores the ethical dilemma clinicians may face when disclosing a diagnosis of atypical sex. The moment of disclosure reveals an epistemic incompatibility between scientific fact and social meaning in relation to sex. Attempting to assess the bio-psychosocial implications of this dilemma highlights a complex historic antagonism between fact and meaning making satisfactory resolution of this dilemma difficult. Drawing on David Hume, WVO Quine and Michel Foucault the author presents an integrative model, which views scientific fact and social meaning as codetermining threads in one fabric of knowledge. From this epistemic perspective, the ethical dilemma is understood as a tear in the fabric signifying a rupturing of ontological integrity. To mend this tear and resolve the ethical dilemma three metaphysical perspectives are considered: essentialism, naturalism and emergentism. The book’s unique features include: an exploration of the impact of diagnostic disclosure on people with atypical sex (intersex); a synthesis of the epistemic perspectives of social and natural science facilitating interdisciplinary collaboration; a critical evaluation of three metaphysical perspectives on atypical sex (intersex); the application of Hume’s epistemological and moral distinctions to contemporary biomedicine and bioethics. The book’s target audience includes academics, students and professionals whose work intersects the natural and social sciences, and individuals interested in the metaphysics, epistemology and meta-ethics of sex.

The Aboriginal Australians first arrived on the continent at least 60,000 years ago, occupying and adapting to a range of environmental conditionsーfrom tropical estuarine habitats, densely forested regions, open plains, and arid desert country to cold, mountainous, and often wet and snowy high country. Cultures adapted according to the different conditions and adapted again to environmental changes brought about by rising sea levels at the end of the last ice age. European colonization of the island continent in 1788 not only introduced diseases to which Aborigines had no immunity but also began an enduring and at times violent conflict over land and resources. Reconciliation between Aborigines and the settler population remains unresolved.

This second edition of the Historical Dictionary of Australian Aborigines contains a chronology, an introduction, an extensive bibliography, and more than 300 cross-referenced entries on the politics, economy, foreign relations, religion, and culture of the Aborigines. This book is an excellent resource for students, researchers, and anyone wanting to know more about the indigenous people of Australia.

Many have argued that ubuntu was a formative influence on the post-apartheid Truth and Reconciliation Commission (TRC), South Africa’s famous transitional justice mechanism. A Discourse on African Philosophy: A New Perspective on Ubuntu and Transitional Justice in South Africa challenges and contextualizes this view in a way that not only provides new findings and reflections on ubuntu and the TRC, but also contributes to the field of African philosophy. One of Christian B. N. Gade’s key findings, founded on qualitative interviews in South Africa, is that some former TRC commissioners and committee members question the importance of ubuntu in the TRC process. Another is that there are several differing and historically developing interpretations of ubuntu, some of which have evident political implications and reflect non-factual and creative uses of history. Thus ubuntu is not a shared cultural heritage, in the ethnophilosophical sense of a static property characterizing a group. In fact, throughout this book Gade argues that the ethnophilosophical approach to African philosophy as a static group property is highly problematic. Gade’s research presents an alternative collective discourse on African philosophy (“collective” in the sense that it does not focus on any single individual in particular) that takes differences, historical developments, and social contexts seriously.

This book will be of interest to scholars in African philosophy, transitional justice, politics and cultural heritage, and law in South Africa.

Labyrinths of Love is an interdisciplinary examination of the self, psyche, and soul, providing a comparative analysis from religious, paranormal research and transpersonal theory perspectives. The book addresses ontological questions regarding the nature of the self in relationship to both psyche and soul, each differentiated to reveal attributes that are transphysical and commonly recognized in most religious traditions. The role of dreams, imagination, and paranormal perceptions, as well, contribute to a more fully realized sense of identity. A constructive use of pansentient ontology illuminates how human identity can incorporate transphysical aspects of self into a meaningful theory of self-development and evolutionary becoming. The work creates a unique synthesis that unfolds what it means to be human and demonstrates a visionary epistemology of the self.

This book proves that Feynman's original definition of the path integral actually converges to the fundamental solution of the Schr?dinger equation at least in the short term if the potential is differentiable sufficiently many times and its derivatives of order equal to or higher than two are bounded. The semi-classical asymptotic formula up to the second term of the fundamental solution is also proved by a method different from that of Birkhoff. A bound of the remainder term is also proved.

The Feynman path integral is a method of quantization using the Lagrangian function, whereas Schr?dinger's quantization uses the Hamiltonian function. These two methods are believed to be equivalent. But equivalence is not fully proved mathematically, because, compared with Schr?dinger's method, there is still much to be done concerning rigorous mathematical treatment of Feynman's method. Feynman himself defined a path integral as the limit of a sequence of integrals over finite-dimensional spaces which is obtained by dividing the time interval into small pieces. This method is called the time slicing approximation method or the time slicing method.

This book consists of two parts. Part I is the main part. The time slicing method is performed step by step in detail in Part I. The time interval is divided into small pieces. Corresponding to each division a finite-dimensional integral is constructed following Feynman's famous paper. This finite-dimensional integral is not absolutely convergent. Owing to the assumption of the potential, it is an oscillatory integral. The oscillatory integral techniques developed in the theory of partial differential equations are applied to it. It turns out that the finite-dimensional integral gives a finite definite value. The stationary phase method is applied to it. Basic properties of oscillatory integrals and the stationary phase method are explained in the book in detail.

Those finite-dimensional integralsform a sequence of approximation of the Feynman path integral when the division goes finer and finer. A careful discussion is required to prove the convergence of the approximate sequence as the length of each of the small subintervals tends to 0. For that purpose the book uses the stationary phase method of oscillatory integrals over a space of large dimension, of which the detailed proof is given in Part II of the book. By virtue of this method, the approximate sequence converges to the limit. This proves that the Feynman path integral converges. It turns out that the convergence occurs in a very strong topology. The fact that the limit is the fundamental solution of the Schr?dinger equation is proved also by the stationary phase method. The semi-classical asymptotic formula naturally follows from the above discussion.

A prerequisite for readers of this book is standard knowledge of functional analysis. Mathematical techniques required here are explained and proved from scratch in Part II, which occupies a large part of the book, because they are considerably different from techniques usually used in treating the Schr?dinger equation.

The 5th edition of this classic textbook covers the central concepts of practical optimization techniques, with an emphasis on methods that are both state-of-the-art and popular. One major insight is the connection between the purely analytical character of an optimization problem and the behavior of algorithms used to solve that problem. End-of-chapter exercises are provided for all chapters.

The material is organized into three separate parts. Part I offers a self-contained introduction to linear programming. The presentation in this part is fairly conventional, covering the main elements of the underlying theory of linear programming, many of the most effective numerical algorithms, and many of its important special applications. Part II, which is independent of Part I, covers the theory of unconstrained optimization, including both derivations of the appropriate optimality conditions and an introduction to basic algorithms. This part of the book explores the general properties of algorithms and defines various notions of convergence. In turn, Part III extends the concepts developed in the second part to constrained optimization problems. Except for a few isolated sections, this part is also independent of Part I. As such, Parts II and III can easily be used without reading Part I and, in fact, the book has been used in this way at many universities.

New to this edition are popular topics in data science and machine learning, such as the Markov Decision Process, Farkas’ lemma, convergence speed analysis, duality theories and applications, various first-order methods, stochastic gradient method, mirror-descent method, Frank-Wolf method, ALM/ADMM method, interior trust-region method for non-convex optimization, distributionally robust optimization, online linear programming, semidefinite programming for sensor-network localization, and infeasibility detection for nonlinear optimization.

This book pulls together many perspectives on the theory, methods and practice of drawing judgments from panels of experts in assessing risks and making decisions in complex circumstances. The book is divided into four parts: Structured Expert Judgment (SEJ) current research fronts; the contributions of Roger Cooke and the Classical Model he developed; process, procedures and education; and applications.

After an Introduction by the Editors, the first part presents chapters on expert elicitation of parameters of multinomial models; the advantages of using performance weighting by advancing the “random expert” hypothesis; expert elicitation for specific graphical models; modelling dependencies between experts’ assessments within a Bayesian framework; preventive maintenance optimization in a Bayesian framework; eliciting life time distributions to parametrize a Dirichlet process; and on an adversarial risk analysis approach for structured expert judgment studies.

The second part includes Roger Cooke’s oration from 1995 on taking up his chair at Delft University of Technology; one of the editors reflections on the early decade of the Classical Model development and use; a current overview of the theory of the Classical Model, providing a deep and comprehensive perspective on its foundations and its application; and an interview with Roger Cooke.

The third part starts with an interview with Professor Dame Anne Glover, who served as the Chief Scientific Advisor to the President of the European Commission. It then presents chapters on the characteristics of good elicitations by reviewing those advocated and applied; the design and development of a training course for SEJ; and on specific experiences with SEJ protocols with the intention of presenting the challenges and insights collected during these journeys.

Finally, the fourth (and largest) part begins with some reflections from Willy Aspinall on his many experiences in applying the Classical Model in several application domains; it continues with related reflections on imperfect elicitations; and then it presents chapters with applications on medicines policy and management, supply chain cyber risk management, geo-political risks, terrorism and the risks facing businesses looking to internationalise.

The European Union is grappling with a democracy problem. The succession of crises which have plagued the increasingly executive EU for years, has led to a rising cacophony of voices calling for fundamental change to the integration project. Yet despite the seismic shock of the Brexit referendum and the electoral upsets by nativist parties across the continent, few of the plans for EU reform include concrete proposals to reduce the age-old democratic deficit. This book is concerned with the two-pronged question of how the relationship between citizens, the state and EU institutions has changed, and how direct democratic participation can be improved in a multi-layered Union. As such, this edited volume focuses not on populism per se, nor does it deeply engage with policy and output legitimacy. Rather, the research is concerned with process and polity. Building on the notion of increasing social, economic and political interdependence across borders, this volume asks how a sense of solidarity and European identity can be rescued from the bottom up by politically empowering citizens to ‘take back control’ of their EU.

Early results on election night suggested that Democrats had failed to make significant gains in the 2018 midterms. After all the votes were counted, a blue wave crashed on American electoral politics as Democrats won the House the Representatives and made significant gains at the state and local levels.

In this book, Larry Sabato and Kyle Kondik bring together respected journalists and academics from across the political spectrum to examine every facet of the 2018 election, and what its outcome portends for our national politics and the coming 2020 presidential election. In frank, accessible prose, each author offers insight that goes beyond the headlines, and dives into the underlying forces and shifts that drove the election from its earliest developments to its eventual conclusion, long after the polls closed.

Contributions by Alan I. Abramowitz, Matt Barreto, David Byler, Rhodes Cook, James Hohmann, Theodore Johnson, Kyle Kondik, Albert Morales, Diana Owen, Madelaine Pisani, Joshua T. Putnam, Larry Sabato, Gary Segura, Emily C. Singer, Sean Trende, Michael Toner, and Karen Trainer.

The Poetics of Radical Hope: The Abderrhamane Sissako Experience communicates pieces of evidence that Sissako is the most talented and the most sophisticated filmmaker of his generation. This imaginative excellence emanates from new aspirations to fashion an original African cinematic aesthetic for a politic of radical hope and creative adaptation. Sissako’s contribution extends to all aspects of the indigenous motion pictures industry to help rebuild the continent’s cultural infrastructures and create intellectual and cultural spaces to mobilize narrative strategies to contribute in the making of potent African collectives. Far from being abstract, Sissako's logic of contribution resists facile reading and demands a direct and profound engagement with the text. Sissako is one of the best filmmakers working today because his cinema constitutes a generative contribution to the contemporary production of African intelligibility. This logic of contribution helps to better articulate the historical logics and practices of a continent in constant throes of situational emergencies. The cinemas confront African colonial legacies to contemporary globalization discourses that grip the contemporary global condition, notably: political instability, poverty, illiteracy, digital divide, global warming and food shortages, diseases and the so-called "clash of civilization."

The call for trauma-informed education is growing as the profound impact trauma has for the children’s ability to learn in traditional classrooms is recognized. For children who have experienced abuse and neglect their behavior is often highly reactive, aggressive, withdrawn or unmotivated. They struggle to learn, to make positive relationships or be influenced positively by teachers and school staff. Students become more and more at risk for mental health difficulties. Teachers become more and more frustrated and discouraged as they attempt to teach this vulnerable group of students.

Even though it is relationships that have hurt students with developmental trauma, it is known that they must find safe relationships to learn and heal. Forming those relationships with children who have been hurt and no longer trust adults is not easy. This book focuses on three important and comprehensive areas of theory and research that provide a theoretical, clinical, and integrated intervention model for developing the relationships and felt sense of safety children with developmental trauma need. Using what is known from attachment theory, intersubjectivity theory, and interpersonal neurobiology, the reader is helped to understand why children behave in the challenging ways they do.

This book offers successes and ongoing challenges as a means to continue the conversation about how best to support some of our most at-risk youth.

This captivating book presents innovative answers to the question: why storytelling? Each chapter represents leading edge narrative research designs from Arthur V. Mauro Institute for Peace and Justice in central Canada, one of the world’s leading academic programs for Peace and Conflict Studies (PACS), and a major contributor to PACS scholarship. The authors are candid and offer inspiration for other scholars seeking groundbreaking ideas for their own research design while offering profound expansions to the current PACS literature. The scholarship reflects a diversity of ideas, passions, approaches, disciplinary roots, and topic areas. Each chapter explores different and critical issues in the field of PACS through various forms of storytelling, while providing recent original research designs for the future development of the field and the education of its practitioners and academics. This volume, co-edited by three of the early graduates of the program, presents and explores a number of these issues across the broad spectrum of Peace and Conflict Studies. Contributors to the book are recognized scholars and practitioners in their respective fields. The book has a wide audience, targeting those particularly interested in tackling and understanding old conflicts in new ways, and for those seeking to learn at the growing edges of PACS, at the undergraduate, graduate, and post-graduate levels.

Researching and manufacturing fighters, ships, and tanks are only part of the picture for defense contracts. Contracting for services accounts for over 41 percent of DoD contract obligations in 2018. Services include maintaining equipment, moving people and things, creating software, providing server space, and construction. Service contracting is challenging as services can be difficult to define and measure. But services are increasingly central to the U.S. economy. The Department of Defense seeks to attract new firms that will increase its speed and agilityーmany of these firms are service providers, e.g., data analytics or cloud computing. CSIS looked at a million contracts to evaluate how three factors influence performance:

1.service complexity

2.contract-management capacity

3.vendor’s history working with a DoD contracting office

The existing data fails to explain large differences in contract office performance. More DoD transparency about contracting office capacity could help make a case for further investments.

The report also found that when vendors and contracting offices have a longer history, they tend to have better results. That means DoD needs to think not only about recruiting new partners, but also about helping them succeed.
