<p>Agathokles of Syracuse ruled large areas of Sicily and southern Italy between 317 and 289 BC. In this book, Christopher de Lisle argues that Agathokles was an important player in the Mediterranean world at a key moment in its history. Agathokles' career has important implications for our definition of the Hellenistic world and its relationship to both the western Mediterranean and earlier Greek history. However, he has tended not to feature in studies of the Hellenistic world or of ancient Sicily. In ancient discourse about him, in the coins he issued, in his interactions with the world around him, and in the way he ruled, Agathokles is simultaneously heir to a long tradition and actively engaged in his contemporary world. <p>Geographies of Nationhood examines the meteoric rise of ethnographic mapmaking in the nineteenth and early twentieth centuries as a form of visual and material culture that gave expression to territorialised visions of nationhood. In the Russian Empire's Baltic provinces, the development of ethnographic cartography, as part of the broader field of statistical data visualisation, progressively became a tool that lent legitimacy and an experiential dimension to nationalist arguments, as well as a wide range of alternative spatial configurations that rendered the inhabitants of the Baltic as part of local, imperial, and global geographies. Catherine Gibson argues that map production and the spread of cartographic literacy as a mass phenomenon in Baltic society transformed how people made sense of linguistic, ethnic, and religious similarities and differences by imbuing them with an alleged scientific objectivity that was later used to determine the political structuring of the Baltic region and beyond. Chinese foreign policy actions fail to match up with official rhetoric, and these inconsistencies?in combination with China's growing power-will have dramatic effects on the future shape of international order. To explain these contradictions, R?hlig draws from a rich battery of in-depth interviews with party-state officials to explain the foreign policy dynamics and processes of the normally opaque Chinese party-state. He demonstrates how different sources of the Chinese Communist Party's domestic legitimacy compete within the complex and highly fragmented Chinese party-state, resulting in contradictory foreign policies. He focuses on three issue areas: international human rights law and "responsibility to protect" (R2P); China's role in World Trade Organization (WTO) policymaking; and China's evolving relationship with Hong Kong. In each area, different factions within the party-state wrestle for control, with domestic legitimacy of the party always being the overriding goal. This incessant competition within the state's institutions often makes the PRC's foreign policy contradictory, undermining its ability to project and promote a "China Model" as an alternative to the existing international order (and more specifically as a champion of nonintervention). Instead, it often pursues narrowly nationalistic interests. At the beginning of the 18th century, physics was the branch of philosophy that studied bodies in general. Its primary task was to provide a qualitative account of the nature of bodies, including their essential properties, causal powers, and generic behaviors. Pursued by a variety of figures both canonical (from Leibniz to Kant) and less familiar (from Du Ch?telet and Euler to d'Alembert and Lagrange), this proved a difficult task. At stake were the appropriate epistemologies and methods for theorizing about the natural world. Solutions demanded the combined resources of philosophy, physics, and mechanics: what Brading and Stan call a ?philosophical mechanics.? Brading and Stan analyze a century of widespread, concerted efforts to solve ?the problem of bodies,? they examine the consequences of the many failures, both for the problem itself and for philosophy more generally. They reveal relationships among disparate themes of 18th century physics and philosophy, from the nature of matter to the motion of a vibrating string; causation to the principle of least action; and the role of subtle matter in collision theory to analytic mechanics. <p>War has been conceptualised from a military perspective, but also from ethical, legal, and philosophical viewpoints. These different analytical perspectives are all necessary to understand the many dimensions war, the continua on which war is situated - from small-scale to large-scale, from limited in time or long, from less to extremely destructive, with varying aims, and degrees of involvement of populations. Western civilisations have conceptualised war in binary ways denying the variety of manifestations of war along these continua. While binary definitions are necessary to capture different conditions legally, they hamper analysis. The binaries include inter-State and intestine war, just war and unjust war (the latter including insurgencies), citizen-soldiers and professionals, civilians and combatants. Yet realities have mostly straddled such demarcations. Even citizen-armies have usually included professionals, civilians have been treated as enemies and sometimes even formally defined as enemies, and rules have not conformed with binary distinctions, if they were respected at all. While customary rules governing the conduct of war have been turned into International Law, this is the only aspect of war that has developed in a fairly linear way, while the rise, disappearance, and renaissance of the just war tradition has been anything but linear. This non-linearity also applies to the brutality with which war has been fought, especially towards civilians, who for long stretches of European history must have been the main victims of war, notwithstanding increasing protection they were afforded in theory by customary law. While the media often look to special elections as a way of measuring public sentiment on presidential performance, even though voter turnout tends to be significantly lower than in regular elections, these events have rarely attracted academic attention. Oftentimes, studies of these contests lead to generalizations about how a party should proceed if it hopes to wrest a seat away from the opposition in a special election. This book is the first large-scale scholarly treatment of special elections: both in terms of explaining what factors influence outcomes and in determining whether special elections are bellwethers for general elections. Charles S. Bullock, III and Karen L. Owen argue that special elections offer parties a testing ground for messaging and strategies for mobilizing voters in anticipation of general elections. <p>What explains the United States' persistent use of torture over the past hundred-plus years? Not only is torture incompatible with liberal values; it is also risky and frequently ineffective as an interrogation method. In <em>American Torture from the Philippines to Iraq</em>, William L. d'Ambruoso argues that the norm against torture has two features that help explain why liberal democracies like the United States have continued to violate it. First, the norm against torture paradoxically contributes to the belief that torture works. In naming certain behaviors as appropriate, norms also define what is inappropriate. Some policymakers and soldiers believe (not always unreasonably) that in the nasty world of international politics, cheaters--those who are willing to break the rules--have an advantage, especially in security matters. "Bad" becomes "good" because it appears effective, and rule-following is perceived as na?ve and dangerous. Second, the anti-torture norm is not sufficiently specified to draw a definitive line between norm-compliant behavior and violations. For example, it is impossible to specify exactly how many hours must pass before forced standing becomes torture. As a result of torture's blurry definition, perpetrators can justify their actions by suggesting that the adversary is guilty of worse behavior, by using euphemisms such as "enhanced interrogation," or by flatly denying that an act is torture. In short, lack of specificity leads to justifications and redefinitions, which in turn enable transgressions. <p>In The Muhammad Avatara, Ayesha Irani offers an examination of the Nabivamsa, the first epic work on the Prophet Muhammad written in Bangla. This little-studied seventeenth-century text, written by Saiyad Sultan, is a literary milestone in the multi-ethnic, multi-cultural history of Islam, and marks a significant contribution not only to Bangla's rich literary corpus, but also to our understanding of Islam's localization in Indic culture in the early modern period. That Sufis such as Saiyad Sultan played a central role in Islam's spread in Bengal has been demonstrated primarily through examination of medieval Persian literary, ethnographic, and historical sources, as well as colonial-era data. Islamic Bangla texts themselves, which emerged from the sixteenth century, remain scarcely studied outside the Bangladeshi academy, and almost entirely untranslated. Yet these premodern works, which articulate Islamic ideas in a regional language, represent a literary watershed and underscore the efforts of rebel writers across South Asia, many of whom were Sufis, to defy the linguistic cordon of the Muslim elite and the hegemony of Arabic and Persian as languages of Islamic discourse. Irani explores how an Arabian prophet and his religion came to inhabit the seventeenth-century Bengali landscape, and the role that pir-authors, such as Saiyad Sultan, played in the rooting of Islam in Bengal's easternmost regions. Why does the Security Council take up some issues for discussion and not others? What factors shape the Council's actions, if they take any action at all? Adapting insights from legislative bargaining, this book demonstrates that the agenda-setting powers granted in the institutional rules offer less powerful Council members the opportunity to influence the content of a resolution without jeopardizing its passage. The Council also decides when to conduct public or private diplomacy. The analysis shows how external factors like international and domestic public reactions motivate grandstanding behaviors and shape resolutions. New quantitative data on meetings and outside options provide support for these claims. The book also explores the dynamics of the formal analysis in three cases: North Korean nuclear proliferation, the negotiations leading up to NATO bombing in Serbia over Kosovo, and the elected member-led process to codify the principles of the Responsibility to Protect doctrine. <p>Does the Internet fundamentally change the flow of politically relevant information, even in authoritarian regimes? If so, does it alter the attitudes and behavior of citizens? While there is a fair amount of research exploring how social media has empowered social actors to challenge authoritarian regimes, there is much less addressing whether and how the state can actively shape the flow of information to its advantage. In China, for instance, citizens often resort to "rightful resistance" to lodge complaints and defend rights. By using the rhetoric of the central government, powerless citizens may exploit the slim political opportunity structure and negotiate with the state for better governance. But this tactic also reinforces the legitimacy of authoritarian states; citizens engage rightful resistance precisely because they trust the state, at least the central government, to some degree. Drawing on original survey data and rich qualitative sources, <em>Directed Digital Dissidence in Autocracies</em> explores how authoritarian regimes employ the Internet in advantageous ways to direct the flow of online information. The authors argue that the central Chinese government successfully directs citizen dissent toward local government through critical information that the central government places online--a strategy that the authors call "directed digital dissidence". In this context, citizens engage in low-level protest toward the local government, and thereby feel empowered, while the central government avoids overthrow. Consequently, the Internet functions to discipline local state agents and to project a benevolent image of the central government and the regime as a whole.
