<p>Activists in the earliest Black antebellum reform endeavors contested and deprecated the concept of race. Attacks on the logic and ethics of dividing, grouping, and ranking humans into races became commonplace facets of activism in anti-colonization and emigration campaigns, suffrage and civil rights initiatives, moral reform projects, abolitionist struggles, independent church development, and confrontations with scientific thought on human origins. Denunciations persisted even as later generations of reformers felt compelled by theories of progress and American custom to promote race as a basis of a Black collective consciousness. <em>Reluctant Race Men</em> traces a history of the disparate challenges Black American reformers lodged against race across the long nineteenth century. It factors their opposition into the nation's history of race and reconstructs a reform tradition largely ignored in accounts of Black activism. Black-controlled newspapers, societies, churches, and conventions provided the principal loci and resources for questioning race. In these contexts, people of African descent generated a lexicon for refuting race, debated its logic, and, ultimately, reinterpreted it. Reformers' challenges call into question the notion that race is a self-evident site of identity among Black people. Their ideas instead spotlight legal, political, religious, social, and scientific practices that configured human difference, sameness, hierarchy, and consciousness. <p><strong>The first large-scale study of political participation in eighteen Latin American democracies, focusing on the political participation of the region's poorest citizens.</strong> Political regimes in Latin America have a long history of excluding poor people from politics. Today, the region's democracies survive in contexts that are still marked by deep poverty and some of the world's most severe socioeconomic inequalities. Keeping socioeconomic inequality from spilling over into political inequality is one of the core challenges facing these young democracies. In Voice and Inequality, Carew Boulding and Claudio Holzner offer the first large-scale empirical analysis of political participation in Latin America. They find that in recent years, most (but not all) countries in the region have achieved near equality of participation across wealth groups, and in some cases poor people participate more than wealthier individuals. How can this be, given the long history of excluding poor people from the political arena in Latin America? Boulding and Holzner argue that key institutions of democracy, namely civil society, political parties, and competitive elections, have an enormous impact on whether or not poor people turn out to vote, protest, and contact government officials. Far from being politically inert, under certain conditions the poorest citizens can act and speak for themselves with an intensity that far exceeds their modest socioeconomic resources. When voluntary organizations thrive in poor communities and when political parties focus their mobilization efforts on poor individuals, they respond with high levels of political activism. Poor people's activism also benefits from strong parties, robust electoral competition and well-functioning democratic institutions. Where electoral competition is robust and where the power of incumbents is constrained, the authors find higher levels of participation by poor individuals and more political equality. Precisely because the individual resource constraints that poor people face are daunting obstacles to political activism, Voice and Inequality focuses on the features of democratic politics that create opportunities for participation that have the strongest impact on poor people's political behavior. <p>Lawyers take pride in a professional tradition of representing unpopular clients, understanding it as a contribution to the rule of law and the practice of toleration in a polarized society. This does not mean that lawyers are fully insulated from criticism for the clients they represent. The seemingly intractable debate over accountability for representing nasty clients is in part the result of a deep, structural tension between the institutions and procedures of the legal system, and the underlying issues and controversies about which people disagree. We also care about the attitudes and motives of lawyers, which play an important role in evaluating the actions of others. Much of the frustration experienced by lawyers who are criticized for representing unpopular clients arises from what lawyers see as the public's inability to understand the rule of law and the function of the legal system in resolving conflicts over rights and justice. Using a series of case studies, this book explores the possibility that both lawyers and their critics are right. There is genuine value in a system of formal law that aims at settling social disagreement, but that is not the whole story. Public criticism of lawyers may reflect the sense that the legal system has fallen short of ideals of fairness and inclusiveness. Many of the lawyer shaming or ?canceling? episodes discussed in this book arise out of the representation of clients in matters involving issues where it appears that the official process of establishing and interpreting formal law has been captured by powerful interests. <p>The rise of authoritarian populism and declining popular confidence in democratic institutions has, of late, prompted many declarations that democracy is in crisis. Nevertheless, democracy still enjoys its supremacy in contemporary political discourse, with limited meaningful alternatives. Few of today's authoritarian leaders publicly denounce democracy; instead, they are more inclined to present their regimes as democracies. Furthermore, public opinion surveys show that ordinary citizens still widely and deeply appreciate democracy, even in societies with limited practice of democracy. Democracy is still the "only game" in contemporary political discourse. Given the popularity of democracy, the hotly debated and discussed crisis of democracy is puzzling. If most people love democracy and politicians have to live with democracy (whether they like it or not), how can democracy be in trouble? More specifically, if people love democracy, shouldn't they despise authoritarian leaders and regimes, or even join the advocates of democracy to rebel against authoritarianism? To address these questions, <em>Understandings of Democracy</em> looks at both the practices of political elites and key dynamics that drive mass attitudes and behaviors. Jie Lu and Yun-han Chu argue that mass attitudes and behaviors are greatly affected by how people understand democracy. More specifically, they make the following arguments: people hold distinct understandings of democracy; popular conceptions of democracy are significantly shaped by surrounding socioeconomic and political contexts; such varying conceptions generate different baselines for people to assess democratic practices and to establish their views of democracy; and such distinct conceptions also drive political participation in different ways. <p>Vicarious identification, or "living through another" is a familiar social-psychological concept. Shaped by insecurity and a lack of self-fulfilment, it refers to the processes by which actors gain a sense of self-identity, purpose, and self-esteem through appropriating the achievements and experiences of others. As this book argues, it is also an under-appreciated and increasingly relevant strategy of international relations. According to this theory, states identify and establish special relationships with other nations (often in an aspirational way) in order to strengthen their sense of self, security, and status on the global stage. This identification is also central to the politics of citizenship and can be manipulated by states to justify their global ambitions. For example, why might the United States look at Israel as a model for its own foreign policies? What shaped the politics of Brexit and why is the United Kingdom so attached to its transatlantic "special relationship" with the United States? And, why did Denmark so enthusiastically ally with the United States during the global War on Terror? <p>"Freedom" is a central concept in contemporary political philosophy and the history of political thought. Liberals tend to see freedom as the absence of any kind of interference, while republicans understand freedom as the absence of domination, by which they mean the absence of interference you, as a free person, have not yourself instructed. These two concepts inform a debate over the extent to which the republican freedom illuminates shortcomings in prominent liberal theories. Author Lars Moen claims that not only do we need more precise definitions of freedom, but that the republican critique of liberalism ironically promotes a liberal theory, giving us the same prescriptions for how institutions ought to promote freedom. While republicans can maintain that freedom as non-domination is an attractive ideal for a modern society, they cannot claim that it provides insight not found in liberalism and its focus on freedom from interference. Republicans can avoid this conclusion, however, by tying their freedom concept closer to civic virtue and political participation. But republican freedom then becomes an unsuitable ideal for a modern society. This is the republican dilemma. Moen shows, however, that while a distinctly republican view of freedom is too demanding to serve as a guiding ideal for a modern society, it can form the basis for a critique of liberalism. In particular, it can offer a critical perspective on a liberal acceptance of politically inactive citizens. Cromwell's powerful afterlife in Ireland, however, cannot be understood without also investigating his presence in folklore and the landscape, in ruins and curses. Nor can he be separated from the idea of the 'Cromwellian': a term which came to elicit an entire chain of contemptuous associations that would begin after his invasion and assume a wholly new force in the nineteenth century. What emerges from all these memorializing traces is a multitudinous Cromwell who could be represented as brutal, comic, sympathetic, or satanic. He could be discarded also, tellingly, from the accounts of the past, and especially by those which viewed him as an embarrassment or worse. In addition to exploring the many reasons why Cromwell was so vehemently remembered or forgotten in Ireland, Sarah Covington finally uncovers the larger truths conveyed by sometimes fanciful or invented accounts. Kimball announced a revelation lifting the church's 126-year-old ban barring Black people from the priesthood and Mormon temples. It was the most significant change in LDS doctrine since the end of polygamy almost 100 years earlier. Drawing on never-before-seen private papers of LDS apostles and church presidents, including Spencer W. Kimball, Matthew L. Harris probes the plot twists and turns, the near-misses and paths not taken, of this incredible story. While the notion that Kimball received a revelation might imply a sudden command from God, Harris shows that a variety of factors motivated Kimball and other church leaders to reconsider the ban, including the civil rights movement, which placed LDS racial policies and practices under a glaring spotlight, perceptions of racism that dogged the church and its leaders, and Kimball's own growing sense that the ban was morally wrong. <p>Political economy debates have focused on the internationalisation of private capital, but foreign states increasingly enter domestic markets as financial investors. How do policy makers in recipient countries react? Do they treat purchases as a threat and impose restrictions or see them as beneficial and welcome them? What are the wider implications for debates about state capacities to govern domestic economies in the face of internationalisation of financial markets? In response, Foreign States in Domestic Markets have developed the concept of 'internationalised statism', where governments welcome the use of foreign state investments to govern their domestic economies. These foreign state investments are applied to the most prominent overseas state investors, Sovereign Wealth Funds (SWFs). Many SWFs are from Asia and the Middle East and their number and size have greatly expanded, reaching $9 trillion by 2020. This book examines policies towards non-Western SWFs buying company shares in four countries: the US, UK, France, and Germany. Although the US has imposed significant legal restrictions, the others have pursued internationalised statism in ways that are surprising given both popular and political economy classifications. This book argues that the policy patterns found are related to domestic politics, notably the preferences and capacities of the political executive and legislature, rather than solely economic needs or national security risks. The phenomenon of internationalised statism underlines that overseas state investment provides policy makers in recipient states with new allies and resources. Drawing lots expressed an egalitarian mindset that guided selection, procedure, and distribution by lot and was eventually introduced for polis governance, a Greek innovation that appears to be of increasing relevance today. The authors explore the egalitarian, "horizonal," mindset expressed in using the lot instead of a top-down vision of authority and sovereignty. Drawing lots presupposed equality among participants deserving equal "portions" and was used for distributing land, inheritance, booty, sacrificial meat, selecting individuals, setting turns, mixing and reorganizing groups, and divining the will of the gods. Lot-oracles were used for divination; otherwise, the gods guarded the justice of the procedure but only rarely determined the outcome. It was a self-evident method broadly and ubiquitously applied. Drawing lots would crystallize community boundaries and emphasize its sovereignty. The book further investigates the transposition of the drawing of lots to the governance of the polis. The implied egalitarianism of the lot often conflicted with top-down perceptions of society and the values of inequality, status, and merit. Drawing lots was introduced into oligarchies and democracies at an uneven pace and scale. Its wide use in the democracy of classical Athens was an exceptional case, eye-catching both in antiquity and today. The book concludes with a discussion about the meaning of the Greek examples for drawing lots today and the increasing interest in using random selection in politics as a possibility for modern democracies around the world. Gregory Currie energetically defends the familiar idea that fictions are guides to the imagination, a view which has come under attack in recent years. Responding to a number of challenges to this standpoint, he argues that within the domain of the imagination there lies a number of distinct and not well-recognized capacities which make the connection between fiction and imagination work. Currie then considers the question of whether in guiding the imagination fictions may also guide our beliefs, our outlook, and our habits in directions of learning. It is widely held that fictions very often provide opportunities for the acquisition of knowledge and of skills. Without denying that this sometimes happens, this book explores the difficulties and dangers of too optimistic a picture of learning from fiction. It is easy to exaggerate the connection between fiction and learning, to ignore countervailing tendencies in fiction to create error and ignorance, and to suppose that claims about learning from fiction require no serious empirical support. Volumes concentrate on contemporary developments in African political science, political economy, and International Relations, such as electoral politics, democratization, decentralization, the political impact of natural resources, the dynamics and consequences of conflict, and the nature of the continent's engagement with the East and West. Comparative and mixed methods work is particularly encouraged. Case studies are welcomed but should demonstrate the broader theoretical and empirical implications of the study and its wider relevance to contemporary debates. The series focuses on sub-Saharan Africa, although proposals that explain how the region engages with North Africa and other parts of the world are of interest. <p>Emerging from collapse of the Han empire, the founders of Northern Wei had come south from the grasslands of Inner Asia to conquer the rich farmlands of the Yellow River plains. Northern Wei was, in fact, the first of the so-called "conquest dynasties" complex states seen repeatedly in East Asian history in which Inner Asian peoples ruled parts of the Chinese world. An innovative contribution to East Asian and Chinese history of the medieval period, <em>Northern Wei (386-534)</em> combines received historical text and archaeological findings to examine the complex interactions between these originally distinct populations, and the way those interactions changed over time. Scott Pearce analyses traditions borrowed and adapted from the long-gone Han dynasty including government and taxation as well as the new cultural elements such as the use of armor for man and horse in the cavalry and the newly-invented stirrup. Further, this book discusses the fundamental change in the dynastic family, as empresses began to play an increasingly important role in the business of government.
