<p>In Third Republic France (1870-1940), the directrice of a normal school (<em>?cole normale</em>) for training women teachers was the most important woman representative of public primary education in each department. Her role was central to the republican educational project designed to bolster the establishment of a stable democracy after the Franco-Prussian War. The laicization of public education figured prominently in republican efforts to combat the old alliance of ?throne and altar? favoring monarchy and religious instruction in public schools. Although laymen taught most boys in public schools by 1870, many nuns staffed separate girls' public schools. Thus an 1879 law mandated new departmental normal schools to train lay women teachers. This study of 313 normal school directrices between 1879 and 1940, an important group of professional women not previously studied, explores the challenges they encountered and their responses. Often the target of political hostility, they defended republican schooling as they interacted with local notables and authorities. In an educational system divided by social class as well as by gender, they trained teachers for ?children of the people? attending free primary schools, separate from the elite and less numerous secondary schools. Directrices were expected to be role models for women teachers and to emphasize women's duties as wives and mothers, yet their careers exemplified an alternative to domesticity at a time of much debate about women's appropriate roles. <p>Diving into an original and unusually positive case study from India, <em>Patching Development</em> shows how development programs can be designed to work. How can development programs deliver benefits to marginalized citizens in ways that expand their rights and freedoms? Political will and good policy design are critical but often insufficient due to resistance from entrenched local power systems. In <em>Patching Development</em>, Rajesh Veeraraghavan presents an ethnography of one of the largest development programs in the world, the Indian National Rural Employment Guarantee Act (NREGA), and examines NREGA's implementation in the South Indian state of Andhra Pradesh. He finds that the local system of power is extremely difficult to transform, not because of inertia, but because of coercive counter strategy from actors at the last mile and their ability to exploit information asymmetries. Upper-level NREGA bureaucrats in Andhra Pradesh do not possess the capacity to change the power axis through direct confrontation with local elites, but instead have relied on a continuous series of responses that react to local implementation and information, a process of patching development. "Patching development" is a top-down, fine-grained, iterative socio-technical process that makes local information about implementation visible through technology and enlists participation from marginalized citizens through social audits. These processes are neither neat nor orderly and have led to a contentious sphere where the exercise of power over documents, institutions and technology is intricate, fluid and highly situated. <p>Where do strong conservative parties come from? While there is a growing scholarly awareness about the importance of such parties for democratic stability, much less is known about their origins. In this groundbreaking book, James Loxton takes up this question by examining new conservative parties formed in Latin America between 1978 and 2010. The most successful cases, he finds, shared a surprising characteristic: they had deep roots in former dictatorships. Through a comparative analysis of failed and successful cases in Argentina, Chile, El Salvador, and Guatemala, Loxton argues that this was not a coincidence. The successes inherited a range of resources from outgoing authoritarian regimes that, paradoxically, gave them an advantage in democratic competition. He also highlights the role of intense counterrevolutionary struggle as a source of party cohesion. In a democracy, a constitutional separation of powers between the executive and the assembly may be desirable, but the constitutional concentration of executive power in a single human being is not. Beyond Presidentialism and Parliamentarism defends this thesis and explores 'semi-parliamentary government' as an alternative to presidential government. Semi-parliamentarism avoids power concentration in one person by shifting the separation of powers into the democratic assembly. The executive becomes fused with only one part of the assembly, even though the other part has at least equal democratic legitimacy and robust veto power on ordinary legislation. The book identifies the Australian Commonwealth and Japan as well as the Australian states of New South Wales, South Australia, Tasmania, Victoria, and Western Australia as semi-parliamentary systems. <p><em>Dangerous Art</em> takes up the problem of judging works of art using moral standards. When we think that a work is racist, or morally dangerous, what do we mean? James Harold approaches the topic from two angles. First, he takes up the moral question on its own. What could it mean to say that a work of art (rather than, say, a human being) is <em>immoral</em>? He then steps back and examines how moral evaluation fits into the larger task of evaluating artworks. If an artwork is immoral, what does that tell us about how to value the artwork? By tackling the issue from both sides, Harold demonstrates how many of the reasons previously given for thinking that works of art are immoral do not stand up to careful scrutiny. While many philosophers of art have simply assumed that artworks can be evaluated morally and proceeded as though such assessments were unproblematic, Harold highlights the complexities and difficulties inherent in such evaluations. He argues that even when works of art are rightly condemned from a moral point of view, the relationship between that moral flaw and their value as artworks is complex. He instead defends a moderate, skeptic version of autonomism between morality and aesthetics. Employing figures and ideas from ancient Greece, classical China, and the Harlem Renaissance, as well as William Styron's novel <em>The Confessions of Nat Turner,</em> he argues that we cannot judge artworks in the same way that we judge people on moral grounds. In this sense, we can judge an artwork to be both wicked and beautiful; nothing requires us to judge an artwork more or less valuable aesthetically just because we judge it to be morally bad or good. Starting from examples of new moral terms invented in the twentieth century, like 'sexual harassment', 'genocide', 'racism', and 'hate speech', this book asks: what we are doing when we bring ethically significant acts and events under new descriptions? Are we simply naming moral phenomena that already exist, fully formed and intact, prior to their expression in language? Or are moral phenomena sensitive to the descriptions under which they fall, such that new modes of moral expression can reshape the phenomena they bring to light? <em>Moral Articulation</em> outlines an ethical framework that allows us to embrace a version of the latter, transformative view without sacrificing notions of moral truth, objectivity, and knowledge. The book presents a view of moral meaningfulness as extending beyond what we can presently put into words, urging that expansions in our moral vocabularies often begin in dissonant experiences of conceptual and linguistic limits. Resisting a tendency in contemporary ethics to start with situations and dilemmas whose descriptions are already given, this book argues that the struggle to piece together a discursively articulate picture of a situation is an ethical task in its own right. <p>History has long viewed French Protestants as Calvinists. <em>Refusing to Kiss the Slipper</em> re-examines the Reformation in francophone Europe, presenting for the first time the perspective of John Calvin's evangelical enemies and revealing that the French Reformation was more complex and colorful than previously recognized. Michael Bruening brings together a cast of Calvin's opponents from various French-speaking territories to show that opposition to Calvinism was stronger and better organized than has been recognized. He examines individual opponents, such as Pierre Caroli, Jerome Bolsec, Sebastian Castellio, Charles Du Moulin, and Jean Mor?ly, but more importantly, he explores the anti-Calvinist networks that developed around such individuals. Each group had its own origins and agenda, but all agreed that Calvin's claim to absolute religious authority too closely echoed the religious sovereignty of the pope. These oft-neglected opponents refused to offer such obeisance-to kiss the papal slipper-arguing instead for open discussion of controversial doctrines. They believed Calvin's self-appointed leadership undermined the bedrock principle of the Reformation that the faithful be allowed to challenge religious authorities. This book shows that the challenge posed by these groups shaped the way the Calvinists themselves developed their reform strategies. Differences in worldview are inscribed in personal relationships and the ways in which people try to understand the "other" in relation to themselves. In <em>Narrative and Cultural Humility</em> Ruthellen Josselson recounts her time teaching group therapy to Chinese therapists over the course of ten years and illustrates her own profound experience of cultural dissonance. <p>The era of liberal interventionism is over, and the prevailing international discourse is once again about defending state borders and putting up walls. This broad re-assertion of sovereignty and non-interventionー-often considered the normative foundation of the BRICS countries, of the Non-Aligned Movement, of Bandung, of the “Westphalian” Southー-raises a series of difficult questions, not least about the management of challenges shared by all. How are we to make sense of re-organisations of intervention and non-intervention in global order? Recently the dominant way of approaching these issues has been through the lens of cosmopolitan or liberal-solidarist duties, including the Responsibility to Protect. Yet it seems doubtful that this framework is still capable of posing the right questions or generating the right sorts of answers. This volume offers a new approach that provincializes the conventional debate, de-naturalises what it takes as universal or given, and lays out a series of alternatives at a time when non-intervention, quite suddenly, seems everywhere in the discourse of international society. It does so through a genealogy of the intervention concept since 1945. Intervention before Interventionism is about the ways in which statespeople have re-ordered intervention and non-intervention since the middle of the twentieth century; it is concerned primarily with non-Western contestations of Western-dominated order; it illustrates institutional change in and through decolonization; and it provides a conceptual roadmap for understanding dilemmas of intervention and non-intervention today, particularly in relation to contestation as it has re-emerged in the twenty-first century. <p>This book presents a radically new approach of how societies can bring corruption under control. Since the late 1990s, the detrimental effects of corruption to human well-being have become well established in research. This has resulted in a stark increase in anti-corruption programs launched by international organizations such as the World Bank, the African Union, the EU, as well as many national development organizations. Despite these efforts, evaluations of the effects of these anti-corruption programs have been disappointing. As it can be measured, it is difficult to find substantial effects from such anti-corruption programs. The argument in this book is that this huge policy failure can be explained by three factors. Firstly, it argues that the corruption problem has been poorly conceptualized since what should count as the opposite of corruption has been left out. Secondly, the problem has been located in the wrong social spaces. It is neither a cultural nor a legal problem. Instead, it is for the most part located in what organization theory defines as the 'standard operating procedures' in social organizations. Thirdly, the general theory that has dominated anti-corruption efforts -- the principal-agent theory -- is based on serious misspecification of the basic nature of the problem. The book presents a reconceptualization of corruption and a new theory -- drawing on the tradition of the social contract - to explain it and motivate policies of how to get corruption under control. Several empirical cases serve to underpin this new theory ranging from the historical organization of religious practices to specific social policies, universal education, gender equality, and auditing.
