<p>Deliberative democracy has challenged two widely-accepted nostrums about democratic politics: that people lack the capacities for effective self-government; and that democratic procedures are arbitrary and do not reflect popular will; indeed, that the idea of popular will is itself illusory. On the contrary, deliberative democrats have shown that people are capable of being sophisticated, creative problem solvers, given the right opportunities in the right kinds of democratic institutions. But deliberative empirical research has its own problems. In this book two leading deliberative scholars review decades of that research and reveal three important issues. First, the concept 'deliberation' has been inflated so much as to lose empirical bite; second, deliberation has been equated with entire processes of which it is just one feature; and third, such processes are confused with democracy in a deliberative mode more generally. In other words, studies frequently apply micro-level tools and concepts to make macro- and meso-level judgements, and vice versa. Instead, B?chtiger and Parkinson argue that deliberation must be understood as contingent, performative, and distributed. They argue that deliberation needs to be disentangled from other communicative modes; that appropriate tools need to be deployed at the right level of analysis; and that scholars need to be clear about whether they are making additive judgements or summative ones. <p>Legal norms may forbid, require, or authorize a particular form of behavior. The law of contracts, for example, informs people how to enter into agreements that will bind both sides, and from this we establish legal requirements on how they should behave. In public law, legal standards provide authority to legislators and executive officials to set standards for citizens, and also give judges the authority to decide disputes by applying and interpreting governing standards. In <em>Realms of Legal Interpretation</em>, Kent Greenawalt focuses on how courts decide what is legally forbidden or authorized, and how context shapes their decisions. The problem, he argues, is that we do not, and never have, agreed exist on all the details of the standards United States judges should employ--like everyone else, judges have different ideas of what constitutes good common sense. Moreover, circumstance regularly throws up hurdles. For instance, what should a judge do if the text of a statute does not fit the intention of the legislators, or if someone has obviously and mistakenly omitted a necessary item from a will or contract? Different judges react in different ways. <p>Within the liberal tradition, the physical body has been treated as a focus of rights discussion and a source of economic and democratic value; it needs protection but it is also one's dominion, tool, and property, and thus something over which we should be able to exercise free will. However, the day-to-day reality of how we live in our bodies and how we make choices about them is not something over which we can exercise full control. In this way, embodiment mirrors life in a pluralist body politic: we are interdependent and vulnerable, exposed with and to others while desiring agency. As disability, feminist, and critical race scholars have all suggested, barriers to bodily control are often a problem of public and political will and social and economic structures that render relationality and caring responsibilities private, invisible, and low value. These scholarly traditions firmly maintain the importance of bodily integrity and self-determination, but make clear that autonomy is not a matter of mere non-interference but rather requires extensive material and social support. Autonomy is thus totally intertwined with, not opposed to, vulnerability. Put another way, the pursuit of autonomy requires practices of humility. Given this, what do we learn about agency and self-determination, as well as trust, self-knowledge, dependence, and resistance under such conditions of acute vulnerability? <em>The Virtues of Vulnerability</em> looks at the question of how we navigate "choice" and control over our bodies when it comes to conditions like birth, illness, and death, particularly as they are experienced within mainstream medical institutions operating under the pressures of neoliberal capitalism. There is often a deep disconnect between what people say they want in navigating birth, illness, and death, and what they actually experience through all of these life events. Practices such as informed consent, the birth plan, advanced directives, and the patient satisfaction survey typically offer a thin and unreliable version of self-determination. In reality, "choice" in these instances is encumbered and often determined by our vulnerability at the most critical moments. This book looks at the ways in which we navigate birth, illness, and death in order to think about how vulnerability and humility can inform political will. Overall, the book asks under what conditions vulnerability and interdependence enhance or diminish our sense of ourselves as agents. Stalin's efforts to steer the trials from afar backfired. Soviet war crimes were exposed in open court. <p>Are Supreme Court justices swayed by the political environment that surrounds them? Most people think "yes," and they point to the influence of the general public and the other branches of government on the Court. It is not that simple, however. As the eminent law and politics scholars Neal Devins and Lawrence Baum show in <em>The Company They Keep</em>, justices today are reacting far more to subtle social forces in their own elite legal world than to pressure from the other branches of government or mass public opinion. In particular, the authors draw from social psychology research to show why Justices are apt to follow the lead of the elite social networks that they are a part of. <p>Protecting China's Interests Overseas provides a fascinating and new window into Chinese foreign and security policymaking. In particular, it shows how the management of non-traditional security issues abroad led to the emergence of China's strategy to defend its interests overseas. This book comes at a critical time, as China has just inaugurated its first overseas military base in Djibouti, thereby establishing a long-term military presence outside Asia. Based on a large number of Chinese primary sources, the book examines how the main actors involved in the making and implementation of Chinese foreign policy understood the problem of protecting the assets and lives of Chinese companies and nationals abroad, especially in North Africa and the Middle East, and interacted with each other depending on their priorities, preferences, and organizational interests. As the different chapters explore various aspects and dynamics within the Chinese foreign and security policy machine, the analysis concludes that the emergence of China's strategy to defend its interests overseas was, to a large extent, crisis-driven. The evacuation of 36,000 Chinese nationals from Libya in 2011 was a critical moment in this process. Henceforth, significant efforts were made to strengthen the capabilities of and coordination between the different agencies under the control of the Chinese leadership, especially the Chinese People's Liberation Army. Consistently, China's military presence abroad expanded and evolved over the years to stabilize the regions where the country's human and economic presence is most significant, and to neutralize the non-traditional security threats against it. However, Chinese policymakers still face important challenges and complex dilemmas on the path to formulate a sustainable policy towards this very difficult issue. <p>Liberalism is the political philosophy of equal persons - yet liberalism has refused equality to those it saw as sub-persons. Liberalism is the creed of fairness - yet liberalism has been complicit with European imperialism and African slavery. Liberalism is the classic ideology of Enlightenment and political transparency - yet liberalism has cast a dark veil over its actual racist past and present. In sum, liberalism's promise of equal rights has historically been denied to blacks and other people of color. In <em>Black Rights/White Wrongs: The Critique of Racial Liberalism</em>, political philosopher Charles Mills challenges mainstream accounts that ignore this history and its current legacy in self-conceived liberal polities today. Mills argues that rather than bracket as an anomaly the role of racism in the development of liberal theory, we should see it as shaping that theory in fundamental ways. As feminists have urged us to see the dominant form of liberalism as a patriarchal liberalism, so too Mills suggests we should see it as a racialized liberalism. It is unsurprising, then, if contemporary liberalism has yet to deliver on the recognition of black rights and the correction of white wrongs. These essays look at racial liberalism, past and present: "white ignorance" as a guilty ignoring of social reality that facilitates white racial domination; Immanuel Kant's role as the most important liberal theorist of both personhood and sub-personhood; the centrality of racial exploitation in the United States; and the evasion of white supremacy in John Rawls's "ideal theory" framing of social justice and in the work of most other contemporary white political philosophers. Nonetheless, Mills still believes that a deracialized liberalism is both possible and desirable. <p>Citizen Support for Democratic and Autocratic Regimes takes a political-culture perspective on the struggle between democracy and autocracy by examining how these regimes fare in the eyes of their citizens. Taking a globally comparative approach, it studies both the levels as well as the individual- and system-level sources of political support in democracies and autocracies worldwide. The book develops an explanatory model of regime support which includes both individual- and system level determinants and specifies not only the general causal mechanisms and pathways through which these determinants affect regime support but also spells out how these effects might vary between the two types of regimes. It empirically tests its propositions using multi-level structural equation modeling and a comprehensive dataset that combines recent public-opinion data from six cross-national survey projects with aggregate data from various sources for more than 100 democracies and autocracies. It finds that both the levels and individual-level sources of regime support are the same in democracies and autocracies, but that the way in which system-level context factors affect regime support differs between the two types of regimes. The results enhance our understanding of what determines citizen support for fundamentally different regimes, help assessing the present and future stability of democracies and autocracies, and provide clear policy implications to those interested in strengthening support for democracy and/or fostering democratic change in autocracies. <p>In many recent democracies, candidates compete for office using illegal strategies to influence voters. In Hungary and Romania, local actors including mayors and bureaucrats offer access to social policy benefits to voters who offer to support their preferred candidates, and they threaten others with the loss of a range of policy and private benefits for voting the "wrong" way. These quid pro quo exchanges are often called clientelism. How can politicians and their accomplices get away with such illegal campaigning in otherwise democratic, competitive elections? When do they rely on the worst forms of clientelism that involve threatening voters and manipulating public benefits? Conditionality and Coercion: Electoral Clientelism in Eastern Europe uses a mixed method approach to understand how illegal forms of campaigning including vote buying and electoral coercion persist in two democratic countries in the European Union. It argues that we must disaggregate clientelistic strategies based on whether they use public or private resources, and whether they involve positive promises or negative threats and coercion. We document that the type of clientelistic strategies that candidates and brokers use varies systematically across localities based on their underlying social coalitions. We also show that voters assess and sanction different forms of clientelism in different ways. Voters glean information about politicians' personal characteristics and their policy preferences from the clientelistic strategies these candidates deploy. Most voters judge candidates who use clientelism harshly. So how does clientelism, including its most odious coercive forms, persist in democratic systems? This book suggests that politicians can get away with clientelism by using forms of it that are in line with the policy preferences of constituencies whose votes they need. Clientelistic and programmatic strategies are not as distinct as previous have argued. <p>Biopolitics and posthumanism have been pass? theories in the academy for a while now, standing on the unfashionable side of the fault line between biology and liberal thought. These days, if people invoke them, they do so a bit apologetically. But, as Ruth Miller argues, we should not be so quick to relegate these terms to the scholarly dustbin. This is because they can help to explain an increasingly important (and contested) influence in modern democratic politics-that of nostalgia. Nostalgia is another somewhat embarrassing concept for the academy. It is that wistful sense of longing for an imaginary and unitary past that leads to an impossible future. And, moreover for this book, it is ordinarily considered "bad" for democracy. But, again, Miller says, not so fast. As she argues in this book, nostalgia is the mode of engagement with the world that allows thought and life to coexist, productively, within democratic politics. Miller demonstrates her theory by looking at nostalgia as a nonhuman mode of "thought" embedded in biopolitical reproduction. To put this another way, she looks at mass democracy as a classically nonhuman affair and nostalgic, nonhuman reproduction as the political activity that makes this democracy happen. To illustrate, Miller draws on the politics surrounding embryos and the modernization of the Turkish alphabet. <p>Terrorism, the use of military force in Afghanistan, Iraq and Syria, and the fatal police shootings of unarmed persons have all contributed to renewed interest in the ethics of police and military use of lethal force and its moral justification. In this book, philosopher Seumas Miller analyzes the various moral justifications and moral responsibilities involved in the use of lethal force by police and military combatants, relying on a distinctive normative teleological account of institutional roles. His conception constitutes a novel alternative to prevailing reductive individualist and collectivist accounts. As Miller argues, police and military uses of lethal force are morally justified in part by recourse to fundamental natural moral rights and obligations, especially the right to personal self-defense and the moral obligation to defend the lives of innocent others. Yet the moral justification for police and military use of lethal force is to some extent role-specific. Both police officers and military combatants evidently have an institutionally-based moral duty to put themselves in harm's way to protect others. Under some circumstances, however, police have an institutionally based moral duty to use lethal force to uphold the law; and military combatants have an institutionally based moral duty to use lethal force to win wars. Two key notions in play are joint action and the natural right to self-defense. Miller uses a relational individualist theory of joint actions to construct the notion of multi-layered structures of joint action in order to explicate organizational action. He also provides a novel theory of justifiable killing in self-defense. Speaking to the international community, separatist promised a more just and stable world order. In Yemen, Syria, Iraq, and Libya, they served as key allies against radical Islamic groups. Yet their hopes for international recognition have gone unfulfilled. Separatism is symptomatic of the contradictions in sovereignty and statehood in the Arab world. They tracked these young people over the course of a decade, revisiting them periodically to check in on the state -and future- of religion in America, and reporting on their findings in a series of books, beginning with <em>Soul Searching</em> (2005). Now, with <em>Back-Pocket God</em>, this mammoth research project comes to its conclusion. What have we learned about the changing shape of religion in America? <em>Back-Pocket God</em> explores continuity and change among young people from their teenage years through the latter stages of "emerging adulthood." Melinda Lundquist Denton and Richard Flory find that the story of young adult religion is one of an overall decline in commitment and affiliation, and in general, a moving away from organized religion. Yet, there is also a parallel trend in which a small, religiously committed group of emerging adults claim faith as an important fixture in their lives. Emerging adults don't seem so much opposed to religion or to religious organizations, at least in the abstract, as they are uninterested in religion, at least as they have experienced it. Religion is like an app on the ubiquitous smartphones in our back pockets: readily accessible, easy to control, and useful-but only for limited purposes. Denton and Flory show that some of the popular assumptions about young people and religion are not as clear as what many people seem to believe. The authors challenge the characterizations of religiously unaffiliated emerging adults -sometimes called "religious nones"- as undercover atheists. By looking to alternative bodies of thought and experience, as well as the terms we might use to critically examine them, comparative political theory encourages self-reflexivity about the premises of normative ideas and articulates new possibilities for political theory and practice. <em>The Oxford Handbook of Comparative Political Theory</em> provides an entry point into this burgeoning field by both synthesizing and challenging the terms which motivate it. Over the course of five thematic sections and thirty-three chapters, this volume surveys the field and archives of comparative political theory, bringing the many approaches to the field into conversation for the first time. Sections address geographic location as a subject of political theorizing; how the past becomes a key site for staking political claims; the politics of translation and appropriation; the justification of political authority; and questions of disciplinary commitment and rules of knowledge.
